By E-Moto Team · Updated 12 June 2026 · 2 min read

Step-by-step guide to transfer and register a used car in South Africa with the right forms and fees.

Transferring ownership is straightforward when you have the right documents. Follow these steps at a South African licensing department.

Gather the documents

  • NATIS/registration certificate.
  • Roadworthy certificate (recent, ideally within 60 days).
  • Seller ID copy and proof of address.
  • Buyer ID copy and proof of address.
  • Sales agreement and proof of payment.
  • If financed: settlement and release from the bank.

Complete the forms

  • NCO (Notification of Change of Ownership): seller submits within 21 days; keep proof.
  • RLV (Application for Registration and Licensing of Motor Vehicle): buyer submits with supporting documents.

At the licensing department

  1. Buyer submits RLV, NATIS, RWC, ID/proof of address, NCO copy, and pays fees.
  2. Request new license disc; confirm number plate requirements if changing provinces.
  3. Keep all receipts and copies of stamped forms.

Timing and fees

  • Transfer fees vary by province; license fees depend on vehicle weight/class.
  • Aim to transfer soon after purchase to avoid penalties and liability.

Practical tips

  • Go early to avoid queues; some centres require bookings.
  • Ensure VIN/engine numbers are clean and legible for inspection.
  • Activate insurance before you drive to the centre.
